"Circular Issued to Ensure Strict Verification Measures and Accountability for Educational Institutions and Departments"


In light of rising concerns over fraudulent online certificates, including birth, death, and income documents, the Office of the Sub Divisional Magistrate (SDM) Karnah in the Union Territory of Jammu & Kashmir has issued a stringent circular. The directive, dated January 24, 2025, aims to combat the misuse of online certificate issuance and maintain the integrity of official documentation within the region.

The circular highlights multiple complaints about fake certificates being issued by unscrupulous individuals. It warns that such practices undermine the trust in government departments and educational institutions within the Karnah Sub-Division.

To address this pressing issue, the SDM's office has instructed all heads of departments and institutions to verify the authenticity of certificates issued online using QR code scanning. Any certificate found to be fraudulent during the verification process is to be immediately reported to the issuing authority and the undersigned.

Moreover, the circular holds the head of the concerned department or institution accountable in case of failure to comply with these guidelines, emphasizing the importance of strict enforcement.

The directive has been circulated to the Deputy Commissioner Kupwara for further action and to other relevant officials for immediate implementation. It also urges the Tehsil Information Officer to publicize the circular widely to ensure compliance across the board.
This initiative demonstrates the administration's commitment to tackling document fraud, ensuring transparency, and safeguarding the credibility of public institutions in Karnah.
